As part of its mandate to ensure the highest standards of professional and other activities within the Eastern Caribbean Securities Market (ECSM), the Eastern Caribbean Securities Regulatory Commission (the Commission) seeks to provide clear policies and procedures to assist all licensees and prospective licensees in the ECSM, in navigating the regulatory and supervisory licensing process. To this end, the Commission has developed the ECSM Licensing Policy for Individuals, which is being issued pursuant to section 1631 of the Securities Act 2001, which provides that:
“The Commission may from time to time issue such guidance notes, bulletins, advice or other regulatory statements as it may consider necessary or desirable for the administration of this Act.”
The ECSM Licensing Policy includes rules and regulations of the ECSM Certification and Examination Programme; licensing procedures for individuals who wish to become licensed and to ensure that licensees continue to satisfy the fit and proper requirements to hold a licence granted by the Commission and provides options for the re-entry of licensees into the market following a period of absence or inactivity.
The ECSM Licensing Policy for Individuals will take effect on 1 January 2021. The Commission looks forward to the full cooperation of all individual licensees and prospective licensed individuals as we promote a fair, efficient and transparent ECSM.
